On the very edge of western Europe, this unsung and very affordable region boasts glorious Atlantic beaches and quaint fishing villages...wheat-fields, vineyards, and cork oak forests...fortified castles and a host of towns rich in medieval architecture and tales of the Knights Templar. A mere $110,000 buys a well-maintained 913-square-foot apartment in a small town just three miles from the beach. For a little less, $104,000, you could own a neat whitewashed village house.
  • Picture an island lifestyle where boats bob in an ancient stone harbor, villas are strung with bougainvillea, and a peacock sea sparkles in the sunshine. Although word about this stunning “Mediterranean as it used to be” country has got out in the past couple of years, you can still own a small house on one of its myriad lavender-and-rosemary-scented Adriatic islands for $65,000. Less than a mile from the sea, the house has an ocean view and comes with planning permission to build a second floor--estimated building costs are just $26,000.
  • Enjoy beautiful golden beaches, excellent skiing, and low-cost living in one friendly country you may never have considered. In its most famous ski resort, just 400 meters from the ski lift and town square, new studios with mountain views start from as little as $32,500. Bulgaria was disappointed not to get short-listed for the 2014 Winter Olympics...but the good news for skiers is that vast amounts have already been spent to bring resorts up to the required Olympic standard. Prefer the beach? Prices for Black Sea studios in one up-and-coming new area start at around $47,000...and one-bedroom units can be had for $57,000.
  • The Dordogne is quintessential rural France, a dream place to go shopping for a little maison de village or a honey-colored stone farmhouse with a steeply sloping roof of russet tiles. Everywhere is pastorally perfect, right down to the clouds of bright blue butterflies, the lines of fluffy ducklings paddling down river, and the shady walnut groves. Yet this region of crystalline rivers and fairytale castles is more affordable than you may think: a tidy two-bedroom townhouse with adjoining barn and outbuildings, all ready to move into, could be yours for $105,000. In another historic town with a castle, a charming four-bedroom home is offered at $99,000. 

  • With Ireland’s average house price now topping an eye-watering $400,000, you may think the Emerald Isle is unaffordable. Thing is, city prices skew the picture wildly. In one unspoiled coastal county, you could buy a habitable three-bedroom detached cottage on a half-acre plot for way below the “the average”--$175,000 to be precise. You’ll find even cheaper--a small vacation bungalow is $149,000. You’re not compromising on scenic splendor either. This county has heathery mountains and over 400 miles of coastline. Toytown fishing ports give way to pristine beaches punctuated by cliffs and rocky promontories teeming with birdlife.

Between April 2006 and April 2007, the dollar slipped a further 9.7% against the euro....and by a similar amount or more against various currencies in “the New Europe.” (The dollar actually lost 13% against the Romanian lei.) Even not allowing for capital appreciation, the currency difference equates to profit for Americans who bought and sold European property within this time frame.

South Carolina just announced a multi-million-euro project offering all the amenities of a world-class Colorado ski resort at a fraction of the price. The first international airport in a European ski resort is currently under construction here too. This means incredible real estate opportunities for those prepared to act. Starting at only $145 per square foot, condos and villas offer rustic, luxurious accommodation just minutes from skiing. In a nearby city, an established developer has begun construction of a small, private community offering fully-finished houses at just $81 per square foot.

A Mediterranean island nation where English is spoken...where crime is low, the weather wonderful, and property prices continue on a reliably upward trend. Budget airlines have recently started flying here, which always adds a fillip to local real estate markets. Plus a $300 million deal has just been struck to build an ICT media park where global ICT and media players will focus their European operations. “This initiative will definitely bring along another boost in the property market,” reports one local realtor contact. In one new development, three-bedroom apartments (for Europe, a generously sized 1,460 square feet) can be had for $177,000, while two-bedroom apartments are $135,000.

Lapped by a translucent aquamarine sea, this little jewel of a country is mesmerizing. Shadowed by towering mountains, its fishing villages come with red-tiled roofs and deep-green shutters. Enclosed by thick stone walls, small medieval towns are like treasure chests of a Venetian long-ago. Last year, the World Travel and Tourism Council cited it as the World’s “fastest growing travel and tourism economy.” Yet you’ll still uncover $59,500deals like this newly built apartment, 30 meters from the sea. It has one bedroom, bathroom, kitchen, dining room, and living area with terrace.

How do you choose between the watery beauty of Venice, the exuberance of Rome, or the astounding glories of Florence?

Every twist and turn of this nation’s maritime fringe serves up grandstand views of secret coves, little harbors, and calm turquoise waters...of medieval walled towns, vineyards, and orange-roofed fishing villages. With the local economy on the upswing, the resident population has more money than ever…foreigners are coming to invest, and the time is ripe to stake your claim. This is a city you’ll like, too, one of flower-filled gardens, proper city squares, and French-styled buildings with baroque domes and classic pillars. The current off-plan price for a 533-square-foot apartment in a high-end development with indoor pool and state-of-the-art fitness center is $71,000.

Miranda Bothe from Paris Property Finders will speak about the property market both in Paris and other enticing areas of France. A Yale-educated lawyer, Miranda helps her clients understand the maze of legal requirements involved in the purchase process, in particular working to ensure that her clients understand how the French real estate system differs from their own so that they can structure their purchase to best avoid legal and financial pitfalls. Brian O’Brien comes to us from Krakow Investments, a property consultancy firm concentrating on the Polish market.  Brian and his team are also property investors themselves, and have been actively investing in Poland since 2004. They have relationships with a number of Poland-based estate agencies, property consultants, etc. Plus they can  direct clients to top-end legal and tax advice in Poland as well as assisting them with financing. Relationships are in place to handle fit-out, letting, and property management. Brian’s client engagements vary from building renovation projects and “block” purchases to dealing with smaller investors looking to purchase one or two residential units.  

Leigh Fergus, our Paris-based European editor (originally from Guildford, UK) has lived in France almost continuously since 1984, working as a translator, language trainer, and editor. In 2004, she headed a newspaper in the Dordogne for the growing English-speaking community in France and then resettled in her spiritual home, Paris. Leigh has been with IL since 2006 and continues to travel whenever she can, for pleasure and for her role as editor of our weekly e-letter The European.

Rita Fryer, The Property Finders, Spain. American-born Rita Fryer spent nearly 20 years in the Hotel, Tourism, and Travel industry living and working in the UK, Brazil, U.S., the Maldives, and Italy. A tourism-marketing project brought her to Catalonia in 1988, and she fell in love with this beautiful part of Spain. In 1992 she founded Property Network International, and in 2003 met her business partner, Barbara Wood, who owned a property consultancy in Andalucia. A frequent visitor to Paris over the years, she dreamt of one day living there. Deciding to take a break from work she arrived in Paris in 2003 to work on various art projects, originally planning to stay for two months. Upon her arrival, Suzie realized there was a gap in the market for home search companies tailored to meet the needs of international professionals, so she launched Bonapart. The company specializes in traditional Paris properties, but also have the inside track on atelier d’artiste, lofts, and a keen eye for the extra-special Hôtel Particulier. And, if you have your heart set on a Château outside the city they work with experts in this specialist field.

Gregory F. Lu, IMOINVEST International Real Estate. Mr. Lu specializes in advising foreigners interested in investing in France via secured and packaged real estate investment. Karim Rahemtulla will give us another angle on how to Prosper in Europe by detailing some Europe’s best stock opportunities. Dubbed a “market maven” by CNBC, he is one of the country’s top stock experts, as well as the Oxford Club’s options expert. In addition to founding two options trading services, The LEAPS Options Trader, and The Income Trader: A Covered Call Strategy, Karim Rahemtulla is the founder and host of one of the biggest options events in the country--the Agora Wealth Options Seminar.

Educated in England, Canada and the U.S., Karim speaks several languages and  regularly scours the world for investment opportunities. He has traveled extensively to Asia, South America, and Europe during his career. In the mid 1990s as the editor of Taipan, Karim specialized in covering emerging markets ranging from Turkey to Argentina. He was in Asia during the onset of the Asian collapse of 1997 while attending the handover ceremonies transferring Hong Kong to China, and warned his readers to stay out of the region at the time. He and has recently returned from expeditions in China and India.

Maria Savage, European Office. Maria Savage was born in Rifle, Colorado. She attended the University of San Francisco majoring in Political Science with an emphasis in European Studies and a minor in Theology. After college she moved to Paris, France to improve her French and explore Europe. She has travelled throughout Europe including England, Spain, Italy, Portugal, Greece, and of course France. She has been living in Paris since January 2005 and has recently joined the IL staff to help jumpstart the European office.

Michael Ussery, a former U.S. Ambassador, is now an international business developer who has served as an advisor to more than 60 major corporations and six foreign governments. He is a founder of eight companies and three non-profit organizations. Mr Ussery was appointed by President Reagan on December 22, 1988 to be U.S. Ambassador to Morocco. He was re-appointed by President Bush and remained at that
post until January 1992.

Our Bulgaria expert, Mr Ussery serves on the board of directors of Techno Concepts (NASDAQ), Safe Security, Dignity Products, Safi Apparel and the U.S. – Libya Chamber of Commerce. He is Commissioner of Vint Hill Economic Development Authority; co-founder and partner of InfoMed Bulgaria, Medica Bulgaria, Netcare Bulgaria, Balkan Land, and AIV Corporation. Previously he was co-founder and Advisory Chairman of the Romania Moldova Direct Fund. Companies he advises include General Dynamics, Philips Electronics, and The Washington Times.

Patricia Westheimer, originally from Baltimore, Maryland, moved to Cascais, Portugal in 1991. “It was the best decision of my life,” she says. In Cascais, a sunny, seaside suburb of Lisbon, Patricia established a business teaching writing skills to international students and coaching them for university entrance examinations. In addition, she writes a bi-weekly column for Portugal’s largest English-language newspaper. She is the principal author of Scott Foresman’s Executive Writing Series. In addition, she wrote How to Write Complaint Letters that Work and The Perfect Memo (JIST Publications).

Barbara Wood, The Property Finders, Spain. Barbara has loved all things Spanish since her student days in Madrid and was able to use her Spanish often in a 13-year career flying with British Airways. During this time she developed an interest in property as time off between flights allowed her to “do things up.” When she decided it was time to unpack her suitcase for the last time, she knew that she wanted to develop a career in real estate. With her fluent Spanish she was soon offered an opportunity to relocate to the Costa del Sol and has been involved in the Spanish property market ever since.

Barbara arrived in Marbella in 1983 just as the first sustained property boom was getting under way. The experience gained during this time eventually led to her working for top estate agents, Knight Frank, setting up and managing their Costa del Sol office from 1990. She fully understands how the real estate market works in Spain and maintains that no client of The Property Finders is allowed to sign a contract unless it is absolutely in their best interests. Checking title deeds and documentation prior to short-listing a property is, in her view, one of the most important aspects of buying agents’ duties.

Iva Zaja, Special Projects Manager, Croatiansun.
